Higher Education Emergency Relief Fund Grants

HEERF I (CARES Act), HEERF II (CRRSAA), and HEERF III (ARPA) Funding

Students: Request Emergency Financial Assistance

We are distributing federal funds to students to help cover emergency costs related to the coronavirus pandemic. The money can be used for food, housing, health care, child care, tuition, or other school-related fees and expenses. Most MC students are eligible.

Through the Higher Education Emergency Relief Fund (HEERF), the U.S. Department of Education provides funding to colleges and universities to ensure learning continues for students during the COVID-19 pandemic.

Montgomery College has received HEERF grants through the Coronavirus Aid, Relief, and Economic Security (CARES) Act and the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA), and the American Rescue Plan Act (ARPA).

HEERF I: CARES Act Reporting

Montgomery College’s CARES Act HEERF grant is $10,995,749 with an additional $44,677 in grant funding as a Minority Serving Institution (MSI).

HEERF II: CRRSAA Reporting

Montgomery College's CRRSAA HEERF II grant is $23,080,761, with an additional $85,134 in grant funding as a Minority Serving Institution (MSI).

The HEERF II is authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260, which was signed into law on December 27, 2020. The CRRSAA provides $81.88 billion in support for education, including $22.7 billion to distribute to institutions of higher education in order to “prevent, prepare for, and respond to coronavirus” through the HEERF grants.

The information about Montgomery College’s CRRSAA HEERF II grant is as follows:

CRRSAA HEERF Student Aid: $5,497,875

Federal funding period: April 24, 2020 to April 23, 2021
Purpose: Financial aid grants for students may be used for any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care), or child care.
Students will need to submit an application for the CRRSAA HEERF II emergency grant.
It is anticipated that this initiative will be 100 percent funded by the Department of Education’s HEERF II grant.
HEERF II reporting information will be updated once the U.S. Department of Education has provided guidance.

CRRSAA HEERF Institutional Portion: $17,582,886

Award Number: P425F203423 - 20A
Federal Funding Period: May 21, 2020 to May 20, 2021
Purpose: Defraying expenses associated with coronavirus; carrying out student support activities authorized by the Higher Education Act of 1965, as amended (HEA), that address needs related to coronavirus; and/or making additional financial aid grants to students.
It is anticipated that this initiative will be 100 percent funded by the Department of Education’s HEERF II grant.
HEERF II reporting information will be updated once the U.S. Department of Education has provided guidance.

In addition to the Student Aid and Institutional Portion HEERF grants, the U.S. Department of Education allocated supplemental HEERF grants for institutions of higher education that are one of the following: Historically Black Colleges and Universities (HBCUs), Tribally Controlled Colleges and Universities, Minority Serving Institutions (MSIs), Strengthening Institutions Program (SIP), or Fund for the Improvement of Postsecondary Education (FIPSE). Montgomery College is a Minority Serving Institution, and therefore has received an additional grant as follows:

CRRSAA HEERF MSI: $85,134

Purpose: To address needs directly related to the coronavirus.
It is anticipated that this initiative will be 100 percent funded by the Department of Education’s HEERF grant.

HEERF III: ARPA Reporting

Montgomery College's ARPA HEERF III grant is $40,503,407, with additional funding as a Minority Serving Institution (MSI).

The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Rescue Plan (ARP), Public Law 117-2, signed into law on March 11, 2021, providing $39.6 billion in support to institutions of higher education to serve students and ensure learning continues during the COVID-19 pandemic.

ARP funds are in addition to funds authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260 and the Coronavirus Aid, Recovery, and Economic Security (CARES) Act, Public Law 116-136. Emergency funds available to institutions and their students under all emergency funds total $76.2 billion.
