The topic of this paper focuses on the current debate on the "defunding" of police departments. In addition, it looks at the history of policing and explores ideas around police reform. Many believe that public safety correlates to policing efforts. In addition, they believe that focusing on the communities that through education and social responsibility awareness, police can make the neighborhoods safer. Others stress that police actions cause conflict because they provoke the undesired and unethical behavior. Regardless of the arguments, many understand that these debates are not new nor surprising. Moreover, both sides of the debating parties want to define what the proper role in policing is, and how police can effectively ensure safety and stability.
